inumrah operates exclusively as a business-to-business (B2B) networking digital ecosystem. The platform acts as an administrative and technological bridge linking international tourism agencies ("External Agents") with licensed local Saudi Arabian Umrah and Hajj operators ("Saudi Partners"). inumrah does not sell consumer retail packages directly to individual pilgrims.
2. Agency Eligibility & Verification
To acquire active dashboard credentials on the platform, External Agents must demonstrate and confirm:
- Possession of a valid travel agency operating license or IATA registration code within their respective home country.
- Submission of fully verified, accurate, and up-to-date corporate identification details.
- Strict adherence to local religious tourism regulations regarding outbound passenger manifests.
3. Division of Operational Responsibilities
By executing partnerships utilizing platform parameters, users agree to the statutory division of operational liabilities:
External Agent Liabilities: The outbound agency holds sole accountability for local client onboarding, verification of passenger biographical metrics, round-trip transportation scheduling, and initial source-country legal clearances.
Saudi Partner Network Liabilities: The matched Saudi ground operator is structurally liable for local sponsorship mapping via Masar Nusuk systems, procurement of guaranteed active Booking Reference Numbers (BRNs), Port of Entry welcome processing, licensed Naqaba vehicle allocations, and mandatory field crisis management.
4. Financial Allocations & Virtual Accounts
All transactional adjustments, inventory updates, and financial balance transfers executed within the portal are processed utilizing certified Ministry-aligned banking APIs or authorized virtual escrow setups. External Agents are held fully liable for maintaining requisite liquid security balances to successfully clear live inventory block holdings.
5. System Abuse & Account Deactivation
inumrah retains complete regulatory authorization to lock down access, terminate account permissions, or report corporate details directly to regulatory agencies without prior warning in instances involving:
- The transmission of intentionally falsified passport or biometric metadata fields.
- Failure to prevent overstay profiles or undocumented deviations from structural pilgrim routes inside the Kingdom.
- Attempts to compromise the security, infrastructure, or automated API endpoints of the platform.
